Child protection campaigner Sara Payne is calling for an overhaul of the criminal justice system to give more support to victims.
Mrs Payne, whose daughter Sarah was murdered by a convicted paedophile, was named Victims' Champion in January.
She told the BBC there was no consistency in the way victims were treated.
She said all victims should have an advocate to steer them through the system and act as a buffer.
