Murdered girl's father petitions Blair
Bill Jenkins: "Someone has to make a stand"

The natural father of murdered schoolgirl Billie-Jo Jenkins has hand-delivered a letter to 10 Downing Street calling for "life to mean life" for her killer.

Bill Jenkins, 47, petitioned the Prime Minister, Tony Blair, on Friday night. His intervention comes three days before the appeal by Billie-Jo's foster father Sion Jenkins - who was not related - is due to open at the Court of Appeal.

The deputy headmaster was convicted in 1998 of murdering the 13-year-old with a tent spike as she painted patio doors at the family's home in Hastings, East Sussex.

Bill Jenkins said: "Someone has to make a stand because a life sentence these days does not mean life in jail.

"Child murderers are getting out early all the time. Time is not a great healer. People like me are the forgotten victims and we want proper justice for our children.

"We have no appeal against the tariff that is set for the murderers of our children. It is time killers served theirs too."

Billie-Jo: Killed by her foster father
Mr Jenkins was acting with the support of the group Mothers Against Murder and Aggression which, in 1997, handed in a petition to Downing Street with 400,000 signatures calling for life to mean life for convicted murderers.

He hit the headlines in June when he was refused compensation because he has a criminal record.

The Criminal Injuries Compensation Authority told Mr Jenkins it would be wrong for him to receive money from public funds.

He is fighting the decision. His solicitor says Mr Jenkins' rights as a bereaved parent should not be affected by his criminal record.

He has asked for the case to be reviewed.
