Polluting drivers could be fined 60 on the spot

Plans to impose spot fines on motorists whose cars fail roadside exhaust tests have moved a step closer.

The House of Lords approved a Government scheme to impose 60 on-the-spot fines for offenders.

The new powers will be piloted next year in seven areas: Central London, Glasgow, Birmingham, Bristol, Canterbury, Swansea and Middlesbrough.

The move comes on the day Ford opens a 128m facility to make its cars greener and safer.

The new complex at Ford's engineering centre at Dunton, Essex, includes additional engine test rooms to help reduce emission levels.

The company Chairman, Sir Alex Trotman, also announced a further 36m package for the centre's environmental test laboratory.
