Most broadband users are not getting the download speeds they pay for and no-one at all is getting the highest speed services they have been promised.
The communications watchdog Ofcom installed measuring equipment in thousands of homes.
It found that customers who were promised up to eight megabits per second were actually getting around half that amount.
