Are the bombings just?

President Clinton and Tony Blair say the West had "no option but to act" after more than a year of broken promises by Saddam Hussein. Action was needed, they argue, to contain and if possible destroy Iraq's nuclear, biological and chemical weapons programmes.

The Iraqi ambassador Nizar Hamdoon said the "exaggerated uproar" over its weapons of mass destruction was "nothing but a big lie". Others have condemned the attack including the Chinese and Russians.

Even in the United States senior voices have been raised against the action on the eve of the scheduled impeachment vote against President Clinton.
