It was formed to bind the nations of Europe into peaceful and fruitful co-operation. For some, the European Union has been a remarkable success, moving on from its early trade ties to forge unbreakable bonds in the form of political links.

The Vienna summit now brings Europe to its next giant step, monetary union.

But the EU members are fractious about harmonising taxes, disagree about how to create jobs, and still have unresolved conflicts on their doorstep, in Kosovo, for one.
