The outgoing chairman of the International Whaling Commission (IWC), William Hogarth, suggested that whale conservation might benefit from ending the global moratorium on commercial whale hunting.

Dr Hogarth believes this might lead to tighter regulation of whaling and also smaller catches.

His comments have been contested by some leading environmentalists.

Here, speaking at the conclusion of this year's IWC meeting in Madeira, he starts by telling Richard Black why a year's talks failed to build a compromise deal between pro- and anti-whaling countries.
