Civilian investigators on the beat in Arizona

State and local governments in the US have huge deficits to cut and have been forced to trim everything from trash collection to cops on the beat.

The BBC's Paul Adams has been to Mesa, Arizona, which is trying to replace some expensive police officers with a lower-cost civilian alternative.
