Oliver Letwin is the chair of the Conservatives' policy review

Last Thursday, David Cameron went to the South West for the latest in his "Cameron Direct" events in which he meets the public and outlines party policy.

But the trip was torpedoed out of the water by none other than his own Shadow Home Secretary David Davis who spectacularly announced his intention to resign and fight a by election on the issue of 42 day detention and civil rights.

And Mr Davis has pretty much hogged the headlines since then.

It was an interruption to the campaign of bringing the Conservative message to the public that Mr Cameron could well have done without.

But beavering away mostly behind the scenes and presumably trying not to become distracted by David Davis and other noises off - is the Chairman of the Conservative Party's Policy Review, Oliver Letwin.

Carolyn asked him about his vision of the role of the state in public services.
