In the wake of the enfranchisement of the middle classes and some of the skilled working classes by the Second Reform Act, Matthew Arnold wrote his classic, 'Culture and Anarchy' in 1868.

He argued that to use political power, all of society must be educated culturally in 'the pursuit of our total perfection' .

Does Arnold still have lessons for today? In three talks for The Westminster Hour in June 2003, the right-wing political commentator Simon Heffer offers his provocative thoughts, turning his fire on the liberal establishment.
