David Lammy on university funding and Labour policies

Universities in England found out this morning that they would receive a tiny increase in funding from the government. On average it's just 0.4 per cent, much lower then inflation.

Shelagh Fogarty asked David Lammy, Minister for Higher Education, if when Labour came to power in 1997 it offered opportunities that it could not now honour.
