Who should de-ice the pavements?

John McQuater, president of the Association of Personal Injury Lawyers, on the legal issues over the cold weather clean-up, before Tony Blair's former Downing Street head of communications David Hill spokes on the roles of central and local government.

The Conservatives claim the Government has not done enough to clear-up after the cold snap and a lack of salt and grit is an "admission of utter failure." Transport Minister Sadiq Khan, is set to make a statement in Parliament on gritting supplies but the government was unable to provide a spokesman on the subject.
