Can Hamid Karzai deal with Afghanistan corruption?

In his inauguration speech President Hamid Karzai responded to international pressure over corruption by promising to prosecute corrupt government officials and end a culture of impunity.

But just how has this corruption manifested itself and can President Karzai really do anything to put an end to it, even if he truly wants to?
