Are councils snooping on us?

It's been revealed that surveillance powers designed to tackle terrorism have been used by local councils more than 10,000 times - for "crimes" as minor as littering.

Chris Leslie from the New Local Government Network, Chris Huhne from the Liberal Democrats and Derek Draper were in the studio.
