On the 25th anniversary of the Brighton bomb, Lord Tebbit says the use of the term "terrorist" has become muddled.
In 1984, an IRA bomb attack on the Grand Hotel killed five during the Conservative party conference. Lord Tebbit and his wife were badly injured.
Lord Tebbit also told the Politics Show forgiving those who were not sorry would make a "mockery of forgiveness".
He said those who embraced Islam to use it as a "flag of convenience to commit murder" were "psychopaths".
