The UK Home Secretary wants to increase the use of Anti-Social Behaviour Orders (ASBOs).

The controversial orders, which can expel young offenders from their community, are one of the most radical crime measures to be introduced by this government.

Panorama: Tackling the Tearaways investigates the effects of an ASBO on one particular teenager, David Young.

David's anti-social behaviour earned him a banning order from his Cheltenham neighbourhood for the next 10 years, reduced to five on appeal. If he steps back inside his exclusion zone, he risks a five year prison sentence.

Human rights concern

Following complaints from neighbours the council brought the ASBO action against David.

But some groups are worried the scheme may contravene human rights legislation because of the use of hearsay evidence - where a witness can make accusations anonymously.

Also, David's lawyer Howard Ogden tells Panorama he is worried about the effects of "naming and shaming" the accused in newspapers.

David and his father Jason believe the punishment is undeserved and excessive.

Panorama examines the controversial aspects of this new measure and asks if it can prevent young people terrorising communities.
