Until recently the majority of abortion counselling services available to women were offered by the British Pregnancy Advisory Service and Marie Stopes - organisations that also carry out abortions.
But the government has decided to change the rules so that clinics that offer termination services do not also provide advice.
Anna Adams examines who will fill the gap, and asks if abortion advice can ever be impartial.
Broadcast on Tuesday 30 August 2011.
