Tomorrow is Gordon Brown's big day - his last budget as Chancellor of the Exchequer before he becomes, most of Westminster seems to think, the next Prime Minister. But is he fit for the top job? Is he - as a former top civil servant put it - guilty of a neo-Stalinist managerial style? We'll assess the man in Number 11, and Stephanie will have some thoughts on tomorrow's Budget.
