Mikhail Margelov: Gaddafi still thinks he can 'cut a deal'


Questions are being asked as to whether the international military operation is endangering or saving people from Gaddafi's forces. Russia says an immediate ceasefire and negotiations are the best way to protect civilians.

Mikhail Margelov, chairman of the Foreign Affairs Committee in the Russian Parliament's Upper Chamber, has just been appointed Russia's special envoy to Africa.

HARDtalk's Zeinab Badawi asks him whether Moscow could play a key role in helping resolve the Libyan crisis or by abstaining in the UN vote for intervention, has Russia consigned itself to the sidelines?
