Should the US eliminate its nuclear stockpile?

The presidents of both America and Russia say they want a world free of all nuclear weapons to help make it a safer place. But even if they eliminate all their nuclear arsenal, what of terrorists and rogue states going nuclear? Is it too late to deal with that threat?

Richard Burt who served under President Reagan and who now heads up the Global Zero campaign for nuclear disarmament and Richard Perle who served under President George W. Bush debate the options with Zeinab Badawi.
