Drug crime in the UK is on the rise, the Government's considering toughening up the drug laws and police chiefs are debating whether the battle against drugs is winnable.

Elizabeth Burton-Phillips has personal experience of the damage drugs can do.

Both of her twin sons became heroin addicts and one died.
