Dubai's glass skyscrapers, massive construction sites and booming tourist trade are symbols of a thriving economy.

But behind the glossy facade there is a government struggling to impose financial transparency and standards on its business community.

After the attacks on 11 September,2001 , it was shown that Al-Qaeda funds had passed through the UAE.

So what is being done, and could tougher controls harm Dubai's prospects?
