Paddy Ashdown argues that 'Winning the Peace' is much harder than winning a war.

In a series of four programmes, Lord Ashdown, Former High Representative of Bosnia, looks at the role of the international community in ending conflicts and rebuilding countries.

He looks at cases where occupation has succeeded and where it has failed, and what lessons there are for the future.

Part One: Germany after the War

After the Second World War, it took four years of occupation before Germany was ready to run its affairs again independently.

Allied forces were told, long after the surrender, to mistrust all Germans, while Germans themselves offered no resistance and in many ways were glad the allied victory had come.

In this, the first of four programmes, Paddy Ashdown takes a close look at that long occupation 60 years ago and considers its relevance today.
