On Breakfast with Frost this morning the Foreign Secretary Robin Cook defended Britain's decison to send troops to the European rapid reaction force and denied there was any rift between him and the Chancellor Gordon Brown on Euro policy. Also on the programme Environment Minister Michael Meacher desribed how the Climate Change Conference in the Hague simply ran out of time in trying to reach agreement - but he said the failure to do so was a "reversible tragedy".

Other guests on the programme were the Conservative Agriculture spokesman Tim Yeo and Professor Hugh Pennington, a food safety expert from Aberdeen University, both talking about the new cases of BSE in Germany, France and Spain. Chris Green, the chief executive of Virgin Trains talked about removing speed restrictions on some sections of track, introduced after the Hatfield crash and the effect the new restricitons were having on passenger numbers.

Steve Norris - who was tipped in the Sunday papers to be the new chairman of Railtrack - appeared to welcome such a move during his own review of the papers on Breakfast with Frost . He said the company needed to stop its recent panic and seek out the best managers .
