The Government promises to place more power at local level and give people a bigger say in local services.

It also promises greater flexibility in local government.

MAIN PROVISIONS
  • Strengthen council leaders by establishing new leadership and decision-making arrangements
  • Give councillors new powers to respond to local concerns
  • Fully devolve by-laws to local authorities and greater powers for fixed penalty notices
  • Cut red tape
  • Give new powers to overview and scrutiny committees
  • Create a single inspectorate for local government
  • Give an opportunity for shire counties to seek unitary status
  • Devolve the power to set up parish councils to local government, including in London
