Housing Corporation (Delegation) etc Bill

This bill would give the Housing Corporation the legal authority to delegate the exercise of its functions below board level, as it has been doing for many years.

  • Gives the Housing Corporation a power of delegation either to a committee of the board or to officials with retrospective effect
  • Deems the Corporation always to have had such a power

    BACKGROUND
    The board had been acting on the basis that it had an implied power of delegation since its inception over 40 years ago, until it was discovered that the Housing Corporation board did not have this express power of delegation.

    The legislation will restore the status quo, bringing all parties back to the situation they originally believed to exist.
