Draft Iran nuclear resolution
The United States, United Kingdom, France and Germany have hammered out a draft resolution on Iran's nuclear programme on behalf of the Board of Governors of the International Atomic Energy Agency, the UN nuclear watchdog.

These are excerpts from the draft.

The Board of Governors...

  • Noting with deep concern that Iran has failed in a number of instances over an extended period of time to meet its obligations under its Safeguards Agreement with respect to the reporting of nuclear material, and its processing and use, as well as the declaration of facilities where such material has been process and stored...

  • Noting in particular with the gravest concern that Iran enriched uranium and separated plutonium in undeclared facilities, in the absence of IAEA safeguards,

  • Noting also, with equal concern, that there has been in the past a pattern of concealment resulting in breaches of safeguards obligations and that the new information disclosed by Iran and reported by the (IAEA) Director General (Mohammed ElBaradei) includes much more that is contradictory to information previously provided by Iran,

  • Noting that the Director General... indicated that Iran has begun cooperating much more actively with the IAEA and has given assurances that it is committed to a policy of full disclosure...

  • Stressing that the voluntary suspension by Iran of all its uranium enrichment-related activities and reprocessing activities remains of key importance to rebuilding international confidence,...

Urges Iran to adhere strictly to its obligations under its Safeguards Agreements in both letter and spirit, ...

Requests the Director General to take all steps necessary to confirm that the information provided by Iran on its past and present nuclear activities is correct and complete...

Decides that should any further serious Iranian failures come to light, the Board of Governors would meet immediately to consider, in the light of the circumstances and of advice from the Director General, all options at its disposal, in accordance with the IAEA Statute and Iran's Safeguards Agreement...

Re-emphasizes the importance of Iran moving swiftly to ratification (of an additional protocol on wider inspections) and also of Iran acting as if the Protocol were in force in the interim...

Welcomes Iran's decision voluntarily to suspend all enrichment-related and reprocessing activities and requests Iran to adhere to it...

Requests the Director General to submit a comprehensive report on the implementation of this resolution by mid-February 2004, for consideration by the March Board of Governors, or to report earlier if appropriate...
