Condoleezza Rice says the second day of her tour of Foreign Secretary Jack Straw's Blackburn constituency has been "stimulating" despite further anti-war protests.
The first visit of the day for the US secretary of state and Mr Straw was to Blackburn Cathedral.
About 200 protesters waited to make their feelings about the US involvement in Iraq known.
Protesters marched on the town hall, led by some who had dressed as prisoners at Guantanamo Bay.
Mr Straw and his American guest were greeted by Mayor of Blackburn Councillor Ysuf Jan Virmani. Ms Rice met Muslim leaders and local dignitaries.
Ms Rice was treated to a vocal performance by seven-year-old local Muneer Master.
The visit to the town hall concluded with questions from the huge media pack.
