Rescuers are racing against time to find people believed to be alive under the rubble.
Some of those trapped have been knocking and crying out, as well as using their mobile phones, to help guide rescuers.
This man was pulled alive from the rubble. Nearly 30 people are reported to have been injured.
The most serious casualties have been taken to hospital, others are being treated at the scene.
Those survivors who were only lightly injured have been contacting loved ones.
Some relatives, fearing the worst, have also arrived at the scene. This man cries as his worst fears are confirmed.
Investigators are looking into three possible causes of the collapse - a build-up of snow, lack of maintenance or design faults to the building.
