The deadly car bomb blast took place at a police checkpoint in a suburb of Indian-administered Kashmir's summer capital, Srinagar.
Police say the intended target was Ghulam Nabi Azad who was to be sworn in a few hours later as the state's new chief minister. The bomb was set off early and he was not hurt.
Officials fear the death toll may rise as some of the wounded are in critical condition.
The force of the explosion damaged windows in nearby buildings and several cars.
Pakistan-based Islamic militant group, Jaish-e-Mohammad, has said it carried out the attack.
A number of militant groups have been fighting Indian rule in Kashmir since 1989.
