Ousted President Manuel Zelaya has told supporters that civil resistance in Honduras is a legitimate course of action, if diplomacy talks fail to secure his return to the country.
Mr Zelaya was ousted from office by troops last month and is currently in Nicaragua.
The European Union has suspended $90m (£54m) in aid to Honduras in the wake of the coup.
