UN divided over North Korea

An emergency meeting of the UN security council has failed to agree a unified response to the launch of a rocket by North Korea.

The US and the European Union had demanded strong action, but Russia and China called for restraint.

The US military believe the launch was a cover for a ballistic missile test.
