Development stops over cash row

Jersey waterfront
The Esplanade development would include new homes and offices

Work has halted on an £80m project in Jersey because a States department says it is owed money by developers.

The Esplanade Quarter is due to include 400 homes, offices and a public garden.

Technical Services Minister Mike Jackson said work stopped because developers Harcourt owed £150,000 for preparation work his department did.

Harcourt disputed the claim and said it had also already paid fees higher than agreed for consultancy services from the States, totalling some £250,000.

It said in a statement: "Harcourt has demonstrated enormous commitment to this project by virtue of executive time committed to it in addition to external consultancy fees.

"We remain committed to the implementation of the project to the highest standard."
