Heritage experts and the assistant planning minister have recommended all 12 of Jersey's parish churches be listed as Sites of Special Interest.
The churches in St Helier and St John are listed, but minster Anne Pryke and Jersey Heritage said the Planning Department should also list the rest.
Jersey Heritage said the buildings were of "fundamental importance" to the island's heritage.
It said they were among the island's oldest and most significant buildings.
In a report outlining her recommendation, Minster Pryke said the buildings should be listed because of their "public importance by reason of the special archaeological, architectural, historic and traditional interest that attaches to them".
St Helier Church was listed as a Site of Special Interest in 1972 and St John's Church in 1999.
