Mr Sugden starts on 8 May. He has worked in international business development for almost 25 years, in the public and private sectors.
His previous roles include head of international investment and trade development at East Midlands Development Agency.
'Significant challenges'
He was also the director of business enterprise with Marketing Manchester.
