Unions representing nurses in Jersey say an independent review of morale and staffing levels in the island will be held next year.
It follows meetings which were held between the health minister and nursing unions last week.
About 300 nurses and hospital staff said they would back a vote of no confidence in the way they are managed.
Union representative Kenny McNeil said talks held with Senator Stuart Syvret were "very productive".
He says the unions are now confident the situation can be resolved.
