Plans for a casino were rejected by the States two years ago

Controversial proposals to relax gambling laws in Jersey will be debated in the States on Tuesday.
If approved, the plans could pave the way for a casino, online betting, commercial bingo and a new lottery.
States members are expected to spend much of the day weighing up the pros and cons of liberalising gambling laws.
The measures have met with opposition from some political and religious quarters because of worries that it could increase problem gambling.
It is not certain whether the plans will be approved as they stand or if members could reject a casino but accept some or all of the other options.
The Finance and Economics Committee says it will only support the plans if the financial benefits outweigh other considerations.
The island's clergy have opposed the plans and in 2003 the States voted to reject a previous casino proposal.
