The Isle of Man's chief constable says he is "proud" of the force's work, which has been praised in a report.
Her Majesty's Inspectorate of Constabulary visited the Isle of Man in October 2006 to compile the report, which will go before Tynwald this week.
Citizen focus, investigating crime and leadership and direction were all rated as "good", with public relations and IT development marked for improvement.
Ch Con Mike Culverhouse said it would be "building on its improvements".
Areas including crime reduction, promoting safety, providing assistance and use of resources were rated as "fair", the government says.
The report said: "Notwithstanding the increase in recorded crime in 2005/06, it is worthy to note just how safe the Island remains with few serious crimes being committed."
'Hard work'
The report also highlights the force's improved detection rate.
Mr Culverhouse commented: "I'm proud of what has been achieved by the Isle of Man Constabulary, and that is reflected in this report.
"It's due to the hard work and dedication of staff, both uniformed and support staff.
"We look forward to building on the achievements and will be working closely with the department to ensure an action plan is devised to address those areas for improvement highlighted in the report."
The report highlights a need for a better focus on public relations to enhance public confidence and improvements to its IT systems.
Home Affairs Minister Martyn Quayle said the report was a "fair reflection of the Constabulary's achievements and makes several constructive criticisms which we welcome".
The HMIC will make the report publicly available from Friday, following its consideration by Tynwald.
