The Isle of Man must consider its options for dealing with waste, the government has said.
Last week its future plans - including incinerator charges and recycling proposals - were defeated at Tynwald and will have to be rewritten.
The Department of Local Government and the Environment (DLGE) said the island had a "waste problem to resolve".
It said the incinerator plant at Bradden will be operating at full capacity within four or five years.
The options which need to be looked at include landfill, recycling or another incinerator.
Plans for a kerbside collection scheme for recycling were supported by Tynwald, but rejected as part of the overall report.
In a statement, the DLGE said: "Despite the recent vote in Tynwald the department has a responsibility to progress this option and discuss with the local authorities on the considerable practical issues in introducing it."
