Minister opposed over big speech

Lyndon Trott insists the speech will not be his personal agenda

Guernsey's chief minister is facing opposition to plans to make a speech outlining the States' goals next year.

Deputy Lyndon Trott's State of the States address next week has been compared to the American president's State of the Union speech.

He hopes it will become a twice-yearly event and it is led by the Policy Council's agenda, not his own.

But more than 20 States members oppose the speech, saying he does not have the authority to guide States policy.

The Assembly and Constitution Committee wrote to Mr Trott saying there was no precedent for him to make the speech.

Deputy Matt Fallaize, who has been gathering support for the committee's stance, expects to have a majority of States members, including some ministers, on its side.
