The Yugoslav Government is attempting to summons 14 leaders - including President Clinton - to face war crimes charges in connection with the Nato bombing campaign against Serbia.
The justice ministry said the summons had been issued according to international regulations through the courts in Yugoslavia.
Correspondents say it is unclear how or when the summonses could be implemented.
As well as Mr Clinton, others summonsed include, the British Prime Minister, Tony Blair, President Chirac of France and Chancellor Schroeder of Germany.
