The EU summit aimed at agreeing a new budget ended in failure and acrimony. Here is a selection of quotes following the meeting:

People will tell you that Europe is not in a crisis - it is a profound crisis... I am sad and ashamed to a certain extent. I am ashamed by some of what I heard.

JACQUES CHIRAC, FRENCH PRESIDENT
