The president of Belarus, Aleksander Lukashenka, has said he is disappointed with Russia's indecisiveness over a proposed union.
Speaking in Moscow, he said that after two hours of talks with President Yeltsin, he realised that Russia was not ready to accept his proposals.
These involve creating a united state with a single president, vice-president, government and parliament.
The two men also discussed the situation in Yugoslavia: a Kremlin spokesman said they had agreed to co-ordinate closely over the Balkans. Reports from Minsk say a convoy of humanitarian aid has set out for Belgrade.
