The international High Representative in Bosnia-Hercegovina, Carlos Westendorp, has warned there will be no lasting peace in the country until the Yugoslav President, Slobodan Milosevic, is removed from power.
In a speech to European Union foreign ministers made public today he called for changes in all the countries of the region, saying that real democracy was also needed in Croatia.
But Mr Westendorp said there were signs of attitudes changing among Bosnian Serbs.
He said their restrained reaction to the NATO air campaign against Yugoslavia showed they were not willing to be used in another of Mr Milosevic's disastrous schemes.
