Officials in Yugoslavia say the damage from NATO's bombing campaign has cost around one-hundred-billion dollars so far.
They say a number of industries with potential for foreign investment, including oil processing and the car industry, have been devastated.
The officials also spoke of possible environmental damage.
People living near chemical factories have been warned of the danger of toxic leaks caused by bombing.
The Yugoslav government says the country has sufficient food supplies for the time being, although the destruction of a major fertiliser factory could affect food production.
