Last week's number one, Meet the Spartans - a spoof film parodying Greek warrior epic 300 - dropped to number five, taking $7.1m (£3.6m) compared with the $18.7m (£9.4m) it took last week.
The new Rambo film, meanwhile, dropped from its opening week second place to sixth with $7m (£3.5m).
The Hannah Montana movie was helped to the top spot by higher admission prices charged by cinemas because of the 3D format.
The film was shown in just 683 cinemas compared with the 2,436 cinemas showing second-placed The Eye.
