The star sparked 200,000 complaints when she was left exposed during a Super-Bowl half-time performance with Justin Timberlake.
As a result, time delays have been hurriedly introduced for live shows, TV regulators have launched an inquiry and fines could be increased tenfold for on-screen indecency.

Jackson watched the performance and game in Los Angeles with boyfriend Jermaine Dupri, holding a small bouquet of red roses.
She had been honoured by Behind the Bench, an association of players' spouses that has raised almost $1m (£530,000) for charities in Los Angeles.
Behind the Bench spokesman Vince McCaskill said Jackson had "done a wonderful job giving back to communities across America".
"That fact has not changed. She was on board with this seven months ago. We never even considered her not being here."
Jackson's music career does not seem to have suffered from the controversy. Her new single, Just A Little While, was the highest new entry in last week's US singles chart.
