After checks to ensure permission had not been granted, its lawyers fired off a letter to the Central Office of Information, the government department responsible for the campaign.

The company's head of business affairs, Helen Byrne, said: "We are not aware that the Central Office of Information has made any approach to us to obtain our permission to use the character Sooty in this way."

World record

Gullane Entertainment's joint venture company, Sooty Limited, owns the worldwide copyright to the characters Sooty, Sweep, Soo and Cousin Scampi.

The company also owns the rights to Thomas the Tank Engine and Captain Pugwash.

Sooty is in the Guinness Book of Records as the longest running children's TV show in the world, notching up 49 consecutive years.

The Central Office of Information said it was awaiting correspondence from Gullane before responding to the allegations.
