David Frost, Director General of the British Chambers of Commerce, has said a survey of 5600 British companies has shown a "marked upturn in confidence" among them.
The survey suggested that the rate of decline has "levelled off", particularly in the last two quarters.
But Mr Frost said that businesses were still "concerned about the appalling state of the public finances", and warned that a tax increases would "kill" any upturn.
