Schwarzenegger declares fires emergency

California Governor Arnold Schwarzenegger has declared a state of emergency after thousands of people fled their homes to escape wildfires which are threatening towns, including Santa Barbara.

Mr Schwarzenegger said he had released funds to pay for the fire fighting effort.
